A digital and ethics expert says a vaccine passport will be needed for international travel but would prefer it wasn't used domestically.

The Ministry of Health has confirmed vaccine passports will be available for New Zealanders later this year.

University of Auckland researcher Dr Andrew Chen told RNZ's Nine to Noon there are good reasons for why some people might not get vaccinated and it shouldn't impact on their human rights.

He says being vaccinated isn't a silver bullet for getting things back to normal, it's just another useful tool.
